Zelensky: Starlink restrictions on Ukraine's military not fully lifted

French Foreign Minister Jean-Noël Barrot said two-thirds of intelligence data for Ukraine comes from Europeans, but only the US can warn of ballistic missile launches. Zelensky also said Ukraine received no intelligence about ballistic missile launches from Russian territory on October 12 and 13.
