EU moves toward curbs on Chinese chemicals, machinery imports
–
Neutral summary
The European Union has started assessing trade data to detect surges in imports, a first step toward placing quotas on additional sectors of goods shipped from China and other countries, Bloomberg reported, citing a person familiar with the matter. Chemicals and industrial machinery were identified as the top priority industries the EU needs to shield against Chinese imports during a meeting of the bloc's top leaders in Brussels on Thursday, according to South China Morning Post. Commission President Ursula von der Leyen told the 27 member states that the EU should consider quickly introducing safeguard measures, which can involve import quotas and tariffs, to protect these sectors from a wave of cut-price alternatives from China. EU leaders supported creating a tool to potentially shut out Chinese goods as a growing flood of low-cost imports pushed the bilateral trade deficit to a record, and requested a proposal by year-end, Bloomberg News said. The move follows a deal with China to curb imports of hybrid vehicles. China last year overtook Germany to become the world's largest exporter of machine tools, NIN noted. Meanwhile, a Chinese Commerce Ministry spokesperson said Beijing is ready to work with the EU to promote bilateral trade in dual-use items through the export control dialogue mechanism, CGTN reported. German trade researcher Nicolas Köhler-Suzuki told Wirtschaftswoche that the EU's system is "simply overwhelmed" by China's approach, but the bloc does not have to watch the import flood idly.
