Сенат США 15 сентября не набрал необходимых 60 голосов для продолжения рассмотрения законопроекта Clarity Act о регулировании криптовалют: голосование завершилось со счётом 49–50. Четыре республиканца присоединились к демократам, выступившим против инициативы, которую поддерживал президент Дональд Трамп. Демократы критиковали законопроект, в частности, за отсутствие норм против обогащения президента. После провала голосования биткоин за сутки подешевел почти на 4% — ниже 76 000 долларов, а акции криптокомпаний пошли вниз. Глава Circle Джереми Аллер и исполнительный директор Blockchain Association Саммер Мерсингер заявили, что не теряют надежды на принятие закона в будущем.
