Канцлер казначейства Великобритании Джон Хили в своей первой крупной речи в понедельник, 7 сентября, пообещал «строгую бюджетную дисциплину» и представил фонд в размере £150 млн для поддержки стартапов на севере Англии, включая Ливерпуль, Манчестер, Лидс, Шеффилд и Ньюкасл. Он заявил, что правительство намерено сократить 25% регуляторной нагрузки до конца парламентского срока и бороться с «культурой консультаций» и судебных исков, мешающих строительству инфраструктуры. При этом Хили отказался исключать повышение налогов в бюджете, который будет представлен в конце октября, и подчеркнул, что рост должен стать «путём выхода из долговой зависимости к процветанию». Шотландская национальная партия раскритиковала инициативу, заявив, что правительство Энди Бернема «всё для Англии», поскольку фонд предназначен только для английских компаний.
